Asbestos Removal · Allegheny County
Monroeville is a home-rule municipality of 28,640 people (2020 census) that grew as a research centre after U.S. Steel moved its laboratories here in the 1950s. It has the most commercial building stock of any area we cover, from offices and research campuses to Monroeville Mall, opened in 1969, and 23% of its homes were built in the 1970s.
Monroeville's growth came from industry rather than commuting alone. U.S. Steel moved its research laboratories here in the 1950s, and research campuses, office parks and the commercial strip along William Penn Highway followed. Monroeville Mall opened in 1969, and the Monroeville Convention Center and CCAC's Boyce Campus sit nearby. Of the eight areas we cover, it has the largest share of commercial building stock, and every one of those buildings is a facility under the Allegheny County Health Department's Article XXI.
Before a commercial building in Monroeville is renovated or demolished, it has to be surveyed by a certified asbestos inspector. Every facility demolition needs written county notice, even where no asbestos is found. If the work will disturb 160 square feet, or 260 linear feet of pipe insulation, or more, the owner needs a county asbestos permit filed at least 10 working days before work starts, the removal must be done by a county-licensed contractor, and the area must pass a final clearance inspection. The 2026 county permit fees run from $375 to $2,600 depending on the quantity, so the survey is what sets the budget.
Residential Monroeville is younger than the city or the older eastern suburbs. Census estimates put the median home at 1968, with only 4 percent built before 1940 and 23 percent built in the 1970s alone. That changes what we expect to find. Pre-war boiler lagging is rare. Sprayed popcorn ceilings, twelve-inch tile on black mastic, sheet vinyl, joint compound and duct insulation are more typical. A 1970s house is not automatically clear: the county's own guidance points out that asbestos floor tile, mastic and roofing can still legally be sold in the US.
About a quarter of Monroeville's homes, roughly 3,500 units, are in buildings of five or more units. Those buildings are county facilities too, so removing tile from one apartment is a regulated job with notice, rather than the homeowner exemption that applies to a detached house. Monroeville is about 25 minutes from downtown where the Parkway East meets the Turnpike. The usual residential calls are textured ceilings and surveys ahead of renovation.
